A parent asks who was in the building on a Thursday night, a WHS review asks to see the Safety Data Sheets, or a compliance audit asks for the clearance record of the person who actually attended — and the answer has to come from the school's own file, not from a promise made during the tender. Choosing a cleaning company for schools is not the same as hiring a general commercial cleaner. A school site has obligations no office has: every cleaner who attends during or around school hours must hold a current Working With Children Check, all products used in student areas must be child-safe and low-allergen, and the cleaning programme has to flex around bell times, assemblies, exams, and the term calendar. Before you sign with any school cleaning company, confirm three things — that all staff hold valid WWCC and National Police Clearance, that they carry adequate public liability insurance (we hold $20M), and that they can document their cleaning so it stands up to a WHS or NQS review.

A Working With Children Check is issued to an individual, not to a company, which is the detail that trips up most school contracts. “All our staff are WWCC cleared” is a claim about a workforce; what a school needs is a clearance number and expiry date for each named person who will attend, matched against the roster. In New South Wales those numbers are verifiable — clearances are issued under the Child Protection (Working with Children) Act 2012 and an employer or engaging body verifies each one against the Office of the Children's Guardian record rather than accepting a photograph of a card. Verification also tells you the clearance is still valid today, which a card cannot. Note the distinction between employee and volunteer clearances as well: a contracted cleaner is paid work and needs the employee clearance.
Re-verification is where files decay. Clearances expire on a rolling basis, staff turn over mid-year, and a contractor who covers a shift at short notice may send someone the school has never recorded. Set the expectation in the contract itself: the school is notified before any new person attends, the clearance is verified before the first shift rather than after it, and the contractor supplies an updated roster and clearance schedule each term. Ask what happens on a sick night — whether cover comes from an already-cleared team member or from an agency casual — because that single answer tells you more about the contractor's compliance posture than any certificate.
Child safety is broader than a clearance, and the Child Safe Standards framework treats a contractor as part of the school's environment rather than a visitor to it. In practice that means four things a business manager can check. Screening extends to anyone the contractor sends, including subcontractors — if a company cannot tell you who will be on site next Thursday, it cannot evidence screening for them. Contractors are inducted into the school's own child safety policy and complaint pathway, and that induction is acknowledged in writing. There is a defined expectation that contact with students is limited and that any concern goes to the school rather than being handled informally. And there is a record trail — sign-in and sign-out through the school's system, identification and uniform on site, and a key and alarm-code register with a stated process when someone leaves the contractor's employment. Deep-clean work is the first thing to disappear from an underspecified school contract, because it is the only part nobody notices missing until the campus starts looking tired around Term 3. The fix is unglamorous: agree the calendar at the start of the school year, attach it to the contract with dated weeks against the NSW term breaks, and price it separately from the term-time programme so it is visibly funded rather than absorbed into a single monthly figure.
Sequencing within a break matters as much as which break you choose. Work top-down and dirty-to-clean: high-level dusting of light fittings, ledges, ceiling vents and cobwebs first, then internal windows, then hard-floor work, then carpets last so nothing is walked back over a finished surface. Strip-and-seal is the constraint that sets the schedule — the floor has to be cleared, stripped, sealed and then left alone while the finish cures, which is why it belongs at the start of a break and not the day before students return. Toilet block overhauls and grout work can run in parallel in a different building. Specialist rooms — science benches, art room sinks, library shelving — are best done once the general floor work is finished so they are not disturbed again.
Match the task to the length of the break. The two-week breaks between terms suit carpet steam cleaning, high dusting, internal windows and a single building's toilet overhaul. The summer shutdown is the only window long enough for whole-campus floor restoration, staged strip-and-seal across multiple blocks, and anything that needs cure time or requires a building to be genuinely empty. Book contractors early — every school in the district is chasing the same two weeks, and a deep clean squeezed into the last three days of a break is a deep clean in name only.
