What should a childcare centre cleaning checklist cover?

Education and care services in Australia are assessed against the National Quality Standard, administered through ACECQA and the state and territory regulatory authorities, and operate under the Education and Care Services National Law and National Regulations. Two Quality Areas drive cleaning obligations directly.

Quality Area 2 covers children health and safety. It includes hygiene practices, effective illness and injury management, and food safety where food is prepared on site. Quality Area 3 covers the physical environment, and includes the requirement that the premises, furniture and equipment are safe, clean and well maintained. A cleaning program that cannot be described against those two areas is difficult to defend during an assessment and rating visit.

The National Regulations also carry specific obligations around hygiene, nappy change facilities, toilet and hand washing facilities, laundry facilities and food handling. Rather than quoting regulation numbers, which are amended from time to time, a service should check the current Education and Care Services National Regulations and the ACECQA guide to the NQF, and align the cleaning schedule to whatever those documents currently require.

The most widely used practical reference for hygiene practice in this setting is the NHMRC publication Staying Healthy: Preventing infectious diseases in early childhood education and care services. It sets out cleaning and disinfection guidance for the specific surfaces and situations that occur in a childcare environment, and it is the document most educators and assessors will recognise.

Childcare cleaning differs from office cleaning in one fundamental way: children put surfaces in their mouths, sit on the floor, and share equipment constantly. The floor is a play surface, not just a walking surface, and the cleaning standard has to reflect that.

Daily tasks below assume a service operating five days a week with a contracted clean at the end of each day, supplemented by educator-performed cleaning throughout the day. Both layers are necessary. A contract clean cannot substitute for spot cleaning after a spill or a nappy change during the session.

Weekly work covers the items that are handled constantly but cannot be cleaned every night without disrupting the room. Periodic work covers the deep cleaning that keeps soft surfaces genuinely hygienic rather than merely tidy.

The division of responsibility should be written into the scope. Toy washing, for example, is often performed by educators on a rotating roster during the week, with the cleaning contractor responsible for the environment around them. Where the contractor is expected to wash toys, that needs to be in the schedule with a stated frequency and method.

These three terms are not interchangeable and the distinction matters more in childcare than almost anywhere else. Cleaning removes visible soil and organic matter. Sanitising reduces bacteria to a safe level. Disinfecting inactivates a broader range of pathogens. Cleaning must always come first, because organic matter shields microorganisms from both sanitisers and disinfectants.

Products used in a childcare environment need to be appropriate for surfaces children contact, used at the correct dilution, and left for the contact time stated on the label. Wiping a disinfectant off immediately after spraying it defeats the purpose, and this is one of the most common practical errors in any setting. Safety data sheets should be held on site for every chemical used, and products should be stored securely out of reach of children.

The centre should also have a documented process for higher-risk situations: blood or body fluid spills, vomiting incidents, and outbreak periods. Those procedures should be written down before they are needed, not improvised.

Assessment under the National Quality Framework is evidence based. An assessor observes the environment, reviews documents and talks to educators, and a service that is genuinely clean but cannot show its system will still struggle to demonstrate compliance.

Keep the documentation proportionate. A one-page daily routine that educators sign, plus a periodic schedule covering the tasks that happen weekly, monthly and during closure periods, satisfies the intent far better than a system nobody has time to complete. What matters is that the record reflects what actually happened.

Chemical documentation applies here as it does in any workplace. Safety data sheets must be current and readily accessible, decanted spray bottles must be labelled, and products must be stored securely out of reach of children. In a childcare setting the storage requirement is a child safety issue as much as a work health and safety one.

Cleaning a childcare centre is not general commercial cleaning performed in a smaller room. The contractor needs to understand the regulatory environment, the chemical restrictions, and the practical realities of a space designed for very young children.
